Intellectual Property Rights (IPR) play a key role in gaining an advantageous position in the competitive technological game for economic growth. India enjoys a large asset of R&D personnel and infrastructural facilities. Scientists and policy makers need more information, orientation and facilities for protecting the products of their intellectual powers. The Department of Science and Technology (DST), Government of India had set up Patent Facilitation Centre (PFC) at Technology Information, Forecasting and Assessment Council (TIFAC) and as a State level extension, Patent Information Centres were setup at State Capitals.
The Patent Information Centre (PIC) – Kerala, established at Kerala State Council for Science Technology and Environment (KSCSTE), functioning as a satellite centre of T I FAC, was inaugurated on 26th May 2003.

- To Provide technical and legal assistance for filing a Patent
- To clear the queries related to IPR.
